  17. <p>     A handful of Congressmen and Senators have been anxious
  18. about attending this week's State of the Union address because
  19. they are worried about the possibility of a terrorist attack.
  20. Capitol Hill will be heavily policed when the President
  21. appears, but the legislators wondered whether it was wise to
  22. assemble such a tempting target for Saddam Hussein. They
  23. considered asking Bush to send out copies of the address
  24. instead, but abandoned the idea because such a cancellation
  25. would hand the Iraqis a huge propaganda victory.
